rates naving been a privilege or favour extended
all to officers appointed before 1902, as they were
designed as a measure of security for officers
recruited in Europe. The Governor submits that
this system should not now be used to secure
the payment to officers recruited in the Colony
of pensions two or three times the amount which
would otherwise be payable, and higher than
their actual salaries. This point of view
seems to me to be the correct one, and subject
to legal obsons. on the question of any rights
which may have been created by the old General
Orders, I think we may approve the Governor's
view.
The Governor also proposes that all
future pensions paid from the W. and 0. Pensions
Fund should be paid at the current rate of
exchange. (Pensions already granted will

continue under the existing arrangement to be
paid at the rate of $1 3/-). I think that
here also there is no reason for continuing
the existing practice, and subject to Legal
and C. S. D. obsons. we might also approve.
It will no doubt be necessary, however, for

the effects of this change being communicated
to all officers now on pension.
